It didn't seem a stretch to call the existing Hexarchate structure bad. My hesitation was over whether there was anything redeeming in Jedao's plan. Several other people assured me that in their opinion, the book was clearly condemning him just as much (I think the short stories may cover more of the history, which I really really want to read but haven't got to yet). But that made me feel somewhat fatalistic even though I loved a lot of the book: if both sides are both as bad as each other, that's realistic, but there's not really anyone to root for, you just have to hope that while all the mass-murderers have a civil war, the people you care about happen to survive :(
