Well, I think it's probably as good as it's going to get for something like that. Was there any further explanation of it, say on posters in smaller print, or on a website or general info? It's not confusing, just without context I don't know what it means, if that makes sense. I wondered whether it referred to something specific that needed asking about, that people would understand from some kind of shared knowledge eg. if intrusive photography has been a particular issue at previous cons. But "if you want something from someone else, you ask first " is easy to understand, the explanation could be as brief as that, and I think some examples that people may not have considered (such as starting a conversation) would be useful to. Otherwise there is a risk that particularly new people just spend their time wondering what it means...
