A group of 20 people could pitch in together on kosher food deliveries from London or Manchester. They could start a cycle whereby Jews move to London to find a mate and then move out of London when they want to be able to afford a three bedroom house with a garden.
I don't think that the problem is so much not using transport on Shabbat. Even if you drive on Shabbat, you still have the problem of long journey times to get to Jewish classes and cultural events and shops, if you need to live somewhere affordable. I think we need vibrant shuls in areas where a two bedroom flat doesn't cost more than £300,000.
