Wait, Lethargic Man, what you're describing is exactly what happened in Cambridge! That's exactly what my parents' Reform community is.

Really? Well, as a Reform community they wouldn't have in the slightest been on me and my Modern Orthodox friends' radar back in 1995.

A group of a couple of dozen newly married friends who wanted to bring up their kids somewhere with a decent Jewish community but more affordable and more child-friendly than London. And lots of them were quite frum and wanted to be within walking distance of shul.
