Heh, that's pretty much exactly my impression. Although it was pretty progressive back in the 90s, it's very far from the model I want to see for same-sex couples who wish to make lifelong commitments to their partners. It's just that in addition to marriage equality, I also want formal and legal recognition of long-term, committed relationships that are not based on romantic pair bonds, and the PACS seemed to be a good way to start tackling that. Though I think it does still require a completely reciprocal relationship between exactly two people, so it's not perfect.
