Yes, I think this is a really good point. The narrative of Buffy tells us that Angel is good now, he really genuinely doesn't go around biting or torturing people. But like you say, we never actually see him behaving like a good person, we see him being a bit controlling and a lot moody. I also see what you mean about the contradiction between trying to make Angel morally complex, and having Angel/Angelus be essentially two different people, one who's "perfectly" good (even though real people, whom we presume actually have souls are never perfect), and one who's nothing but an evil monster.
