Really awesome question! Yes, viruses very often do have their transcription factors. If you're going to make a whole organism out of half a dozen proteins, TFs are good ones to choose precisely because they do let you hijack the host cell's genes. They will also have genes with recognition sites for host cell TFs, to trick the host into transcribing the viral genes.
