I live in a very small town where children aged 10 and up pretty much roam freely - younger kids have more limited freedoms. On the other hand, more than half of those kids also work on family farms, and there are reasonably frequent serious accidents and sometimes deaths. Their play is much lower risk than their work. The two local child deaths this year involved one young teen driving a family car which they were not allowed to drive off the farm, and one young teen who rolled a quad bike while herding cows. So it's quite a different debate out here!
