I mean, I don't think – Liv or someone, correct me if I'm wrong – the NHS has to deal with a large demographic of voters who want to manipulate the NHS to deprive women or particular racial minorities of access to health care.

I don't think they necessarily directly want to if asked that way, but the Brexit vote was largely based on a rhetoric of not wanting to share social services (or jobs or private housing or anything else) with nasty foreigners. There are some plausibly-good reasons to want to leave the EU (though I personally disagree with them pretty strongly and I don't even like the EU that much!), but the campaign was overwhelmingly based on lies and bad reasoning -- including a lie about there being more money for the NHS if we leave.
