Don't lean your argument too much on car modifications being prohibitively expensive. I have a family member whose legs are no longer reliable (sometimes they go limp, sometimes they spasm, it's an adventure for family member but not a fun one) but who has hand controls on their car for a quite reasonable sum of money. Not everyone can have that work for them--when my vertigo is bad, there's no car modification that would work for me--but "only available to the ultra-rich" is not true for all or even most cases where car modifications would help.
